docs: point at the new Q&A discussion categories - #2190

The `Q&A` category in quarto-dev/quarto-cli is now `Q&A (Q1)` with the slug `q-a-q1`, and a new `Q&A (Q2)` category with the slug `q-a-q2` covers Quarto 2. The old `q-a` links no longer resolve to a category. - Update the contact links in the issue template configuration, with one entry per Quarto version. The Quarto 2 entry says that Quarto 2 is experimental and not ready for production use. - Update the triaging guide so that triagers use the correct category, and add `Preview (QH)` to the list of categories to sort into.
