docs: point at the new Q&A discussion categories - #1128

The `Q&A` category in quarto-dev/quarto-cli is now `Q&A (Q1)` with the slug `q-a-q1`, and a new `Q&A (Q2)` category with the slug `q-a-q2` covers Quarto 2. The old `q-a` links no longer resolve to a category. The bug report form and the contact links now give one destination per Quarto version, and both say that Quarto 2 is experimental and not ready for production use.
