Notification emails cannot be disabled

While the "Enable notifications" tick box is unticked on
/admin/?action=config

The administrator (and probably category owner) still gets notifications of new elements.

The expected behaviour would be that notifications are disabled for new elements.

Ideally, we could select who gets notifications (admin and/or category owner) and on which events.

Please update to 4.1.8, as 4.0.x is out of support.
