update to linux 7.2, add some other constants, clean up ioctl handling

this pull request does several things

• updates the bindings to linux 7.2
• adds the CLOSE_RANGE_* constants guarded against their introduction revision (5.9)
• adds a module for the KEY* constants, keyctl
  • these are not guarded because they were introduced in 2.6.10 from what it seems
• clean up ioctl handling
  • can't do it for m68k due to an apparent clang struct layout mismatch
• add pidfd header + ioctls
• bump dependency versions

at a glance #182 looks like a better solution to the ioctl generation problem but i'll keep my attempt at fixing it here until it is presumably merged
