ci: repin Codex review workflow to main

Repin the caller to the actual squash-merge commit on main.

The prior pin targeted a commit from the merged PR branch; GitHub could resolve the SHA through the API but the reusable workflow run had no jobs. This keeps both workflow and harness refs reachable from the default branch.
