Adds option to enable/disable environment metadata.

Added additional configuration to simvue.toml:

[run.metadata]
custom = {"x": 2}
python = false
git = false
system = true

Added new environment variables:

• SIMVUE_DISABLE_GIT_METADATA
• SIMVUE_DISABLE_ENVIRONMENT_METADATA
• SIMVUE_DISABLE_SYSTEM_METADATA
