Held: typescript 5 → 7. typescript-eslint does not support TypeScript 7:

Error: typescript-eslint does not support TS 7.0.

Taking it would mean dropping the type-aware linting added in #26, which is not decorative — it found two genuine bugs the week it landed (an async function handed to process.once, and a rethrow of an unknown). Staying on 5.9 is the better trade until upstream catches up.

Recorded in #29, with how to check whether it is time to revisit. #30 configures dependabot to ignore TypeScript majors until then, so this does not reopen every Monday.

Worth noting for future bumps in this group: the three majors arrived together, so one incompatible dependency made the whole PR red and hid the fact that the other two were clean.
