sveltos-applier can now be restricted to a declared set of namespaces via a new `--watch-namespaces` flag. This relays the same `agent.projectsveltos.io/watch-namespaces` annotation classifier already reads for sveltos-agent into sveltos-applier's pull-mode upgrade path.
