Requesting to update MIEngine reference

This PR microsoft/MIEngine#1605 was merged on Jul 10 and I've been patiently waiting for vscode-cpptools to pull it in so that I can release the debugger script. But it appears that there's no regular cadence to pull in new versions of MIEngine here.

So I humbly request that you update the MIEngine reference :)

tzcnt Not yet. I've pinged the debugger team.

tzcnt It's being worked on. Maybe for 1.35.3 or next week?

tzcnt Yeah, it'll be in 1.35.3 -- but we're not sure on the release date yet.
