fix ci for microsoft/pxt-arcade#7751 -- the tags weren't being extracted from yaml style galleries properly is main thing. also tweaks to translations to ensure all terms get aggregated and searched (with both untranslated and translated supported when searching to cover bases)
will have to pull this over to branch and hotfix to get the searchterms out, since there are a few galleries that rely on yaml style.
