Adds a site-wide custom script (docs/static/scripts/cookie-consent.js) that shows a cookie banner and only loads RB2B after the visitor clicks Accept. The choice is stored in localStorage, RB2B is re-injected on client-side route changes per RB2B's SPA guidance, and a "Cookie settings" footer link lets visitors change their choice.
