* Add .kokoro/release.cfg and .kokoro/release.sh for automated release builds to npm via Exit Gate. * Add google-artifactregistry-auth to root devDependencies. * Set version to 0.4.0-rc1 and configure publishConfig.access = 'public' in util/package.json.
