Closing in favour of the consolidated dependency-upgrade pipeline tracked by #911.

This branch changes packages.config only. In a packages.config (non-SDK) solution the manifest is coupled to sibling .csproj state (HintPath, Analyzer Include, package import guards) and to app.config binding redirects, none of which Dependabot maintains. That is why 14 of 59 bot pull requests have ever merged and none since 2026-08-21.

Issue #911 replaces the four-group fan-out with a single detection-only Dependabot configuration and a NuGet-driven upgrade workflow that produces one internally consistent pull request.
