• if no tag fail or set default (now set default)
• if unexpected tag fail or ignore (now ignore)
• if tag duplicate for non-array fields fail or set last (now set last)
• if tag duplicate for array fields (append or replace)
• if tag has multiple values for non-array field get last or first or fail (now get first)
