Shared-tooling sync, one PR per repo. Not to be merged without review. Details, local proofs and the per-repo change list: output/boilerplate-sync/REPORT.md in the Custom Plugins workspace.

• Strauss pinned to 0.29.1 with a sha256 check; a stale strauss.phar is replaced instead of failing (0.22.4 fails on GitHub's current token format).
• Commit-message hooks removed where present (Husky, commitlint config and workflow).
• translate.yml made valid and left inert; CI summary fails when a required job is skipped, where the repo has those workflows.
