The generated file linked CONTRIBUTOR_LADDER.md directly on governance's default branch, where it doesn't exist yet: that document arrives with the federated-model rewrite (cloudnative-pg/governance#67). The renderer now names the document and links the repository root instead, which is correct before and after that merge.
