When changing the keyboard design on a steam deck it will be also changed on a second steam deck, if using the same account, tho it's a different device.

I think this is Steam Client behavior rather than something in SteamOS, since Steam assumes you choose one keyboard layout per account and applies that to any other devices also logged into that account.
