Second region. SCS-compatible IaaS v5.1 passes locally on my machine

Besides the name, everything else looks good to me.

Please note that adding a second region to the compliance monitor (now) would suggest that this region is also officially certified (see the description for the table "Certified SCS-compatible IaaS"). However, your current certification only applies to region scaleup-occ2. So there are two options: we can wait until you apply for recertification including both regions by the end of your current certification period. Or, as an intermediate step and what I would recommend, you add the second region to the "Non-certified environments" table below and after recertification we can merge them into one entry again.

I'd be fine waiting until the official certification, as the local tests are running fine (v5.1 for now)
