Adds new command
cache:clearthat by default only runs dry, to give information on how much it would delete, passing--deletewill delete them.The cron job by default will always delete directly.
We keep the cached files for 90 days.
When file is being accessed via the API, we update its time so we know it was recently accessed, to keep it for longer.
