Fixes items 1-3 of #1236. The docs now match ogcore/pensions.py:50-66:

  • each PIA rate applies only to the AIME within its bracket (cumulative), as the code and the statute do;
  • PIA_maxpayment caps the PIA (a min), and PIA_minpayment floors it when nonzero, in the order the code applies them.

Docs only; no code change. Item 4 of #1236 (whether AIME should average 34 or 35 years) is left for your call.
