Closing, not needed and not mergeable. The root requirements.txt is generated from the manifests' external_dependencies (see its first line), and this edit rewrote the line to pyjwt>=2.14.0>=2.4.0, which does not parse and broke the Docker build and pre-commit — the same failure as #503. The image already installs PyJWT 2.14.0, so the floor change is a no-op for what we ship. Policy tracked in #512.
