Release Sky's Grass Slabs 1.0.0 for Minecraft 1.10.2

Summary

• add optional legacy grass and dirt slab replacement for existing 1.10.2 worlds
• retain side by side operation by default and keep world generation ownership independent
• promote the accepted candidate to 1.0.0.110021
• add 18 reviewed language files for the four block names
• align the tag guidance and release artifacts with the manual cross version dispatcher
• keep CodeQL compilation and release archives reproducible when Gradle cache and operating system line endings differ
• preserve completed migration markers across repeated world reloads

No gameplay, registry, metadata, configuration, migration schema, or accepted world generation behaviour changed during the version promotion.

Verification

• two clean Java 17 Gradle runs using the Java 8 production toolchain
• 39 focused tests, plus 74 gameplay and 8 world generation runtime checks across fresh and reload phases
• all 18 locales have exact key parity, reviewed translations, valid UTF-8, portable LF endings, and byte exact archive checks
• all 29 production class entries match the previously qualified candidate byte for byte
• packaged standalone, legacy compatibility, current geology integration, and disposable large world reload gates
• fresh three launch migration qualification retained every supported conversion and unsupported count after the first pass
• accepted journey: 1,694 new chunks, 46,692 correctly oriented Sky grass slabs, and no newly generated legacy grass slabs
• repeatable main, sources, and Javadocs jars; main and sources also match between Windows and Linux
