Feature Request: PR/Issue gathering for other repos#83

Currently, writing e.g. #100 in a chat message will pull PR or issue #100 from the main OpenTabletDriver repo.

Being able to do this with the other OpenTabletDriver repos as well, like OpenTabletDriver.Web or OpenTabletDriver.Packaging would be handy.

I propose parsing words like Web#100 or Packaging#10.
