Organization of new PROC parameters during setup

During a setup, the configuration files may be updated. It would be useful for the new parameters to be placed in the correct section of the configuration file.

this concerns SETUP/cmpconf bash script.
Presently, new parameters are detected using comparison with template, then simply appended to local configuration files.
New strategy could be:

• use the template with its structure as is,
• replace parameter values by those found in the local configuration file,
• overwrite local configuration file.
  The problem is to keep any potential comments and commented parameter lines and write them at the right place.

we could use this opportunity to implement something similar as the SeisComP setup :

• use templates to build a more pleasant configuration interface that will always present all the parameters, even the new ones not yet used (maybe we could reuse some of the development of the genForm)
• keep the same config file formats (no need to change configuration reading libraries)
• when saving the configuration, the configuration writes a clean and ordered configuration file

That would be a major change in the way to configure Procs toward more user-friendly interface while keeping the possibility to edit directly the conf file for power users.
