Create a script to calculate the allocation when it is needed

After updating the owner information, there might be a possibility that the allocation information is not very correct because it was being calculated by the creator. After owner information updated to dataset and service, the new calculation of the owner should be done and needs to be updated based on the owner instead of creator.
