Create a script for adding new users to the mailing list

• Add current keycloak users to the mailing - you can add many users via website
• Add new users from keycloak to the mailing list "incore-announce" in https://lists.illinois.edu/lists (this script becomes a cron job)

For adding users to the UIUC mailing list, you can programmatically communicate with Sympa through emails. Here is the document: https://lists.illinois.edu/lists/help/commands.html
