Conformance rubric and references: content-based plans

What to build

The conformance checklist and bundled references catch up with ADR-0008 so the auditor judges built packages against the new invariants and agents teach the corrected mechanics:

• Checklist items for: surgical config writes (array-only change, byte-identical elsewhere), zero-write registration no-ops, content declaration present and consistent with actual contents, and binary deployment-plan enforcement
• The auditor's conformance review applies those items to built packages
• The plugins and config references document the allowed config patterns (including global config.json), the create-default (repo-root opencode.jsonc), and the surgical-writer rule

Acceptance criteria

• Checklist items cover surgical writes, zero-write no-op, declaration consistency, and plan enforcement
• A conformance review of a generated package verifies each new item (verdict per item)
• plugins/config references reflect the allowed config patterns, config.json, the default-create, and the surgical rule
