[Bug]: The latest preview CLI does not have an ARM version.

What happened?

If I try to install the latest CLI using dotnet

user@Mac src % dotnet tool install --global Microsoft.DataApiBuilder --version 2.1.3-rc
Skipping NuGet package signature verification.
The tool does not support the current architecture or operating system (osx-arm64). Supported runtimes: win-x64 linux-x64 osx-x64

The latest stable works fine.
