[BUG] AZ-104 course fails when creating resources in Sandbox (no authorization)

AZ-104 > Create VM or Create Disk

## Observed Behavior
Cannot create resources due to authorization issues.

This should work by default as this is a MS Learning Course!?

no, even on the Azure Portal I do not have auths to create resources.

Hi Bernardt Nel (@BernardtNel), I'm sorry you're having permission issues completing the course. As this doesn't seem to be an issue with Cloud Shell, I'm not sure I can help. However I see at https://learn.microsoft.com/en-us/training/paths/az-104-manage-compute-resources/?source=learn that Administrator access is needed. Do you know if you're an Admin on your Azure subscription?
