Make local release builds incremental for the project crate, with 16 codegen units and no LTO, while leaving dependencies sccacheable. Add a dist profile for full-LTO, single-CGU, nonincremental stripped artifacts, and switch release CI to it. Update project-specific documentation and binary staging where applicable.
