The old `q-a` links no longer resolve to a category. - Update the contact links in the issue template configuration, with one entry per Quarto version. The Quarto 2 entry says that Quarto 2 is experimental and not ready for production use. - Update the triaging guide so that triagers use the correct category, and add `Preview (QH)` to the list of categories to sort into.
