?debug should display JSON output, not XML

As title suggests, when using ?debug, the output is still XML rather than the JSON.

Need to determine if it is possible to hijack the devkit and display:

1. The JSON output
2. Keep the XML output so comparisons can be made.

There aren't any delegates in the debugdevkit extension, however it might be possible to use the ManipulateDevKitNavigation delegate to add a navigation item. The downside with this approach is it's basically a new "Devkit" at that point. Ideally I'd like to see a "JSON" sidebar option under XML in the ?debug page (i.e. ?debug=json)
