If the hosted Azure Windows agents have docker on them, we should update [.pipelines/TestSql2017.yml] to have 2 jobs, one on Linux and one on Windows. Or implement an appveyor.yml that runs the tests on Windows like we do for go-mssqldb
Otherwise we won't know if a change will break a Windows developer running the tests.
