Make it easier to access the previous meeting's markdown notes from HackMD

Problem: Blank slate! Doesn't include our past conversation! Advantage of one big doc is being able to instantly see what we talked about last time.

Perhaps look up the latest meeting notes from the Git repo, and paste those into the meeting notes in an HTML comment or something

Collecting a few other ideas:

1. Links to the hackpad in the PR should link to the editable version, rather than just the viewable version
2. Cron job to create new weekly note, perhaps limited so that there is only one outstanding hackpad issue. We don't want to keep creating new issues forever if they aren't getting used.
