Compliance attorney carries out required checks

This issue is part of issue #4.

The Compliance Attorney needs to carry out some checks before the PAF can be approved. The output of these checks need to be stored somewhere once finished. (A PDF is fine.)

These checks will need to be carried out at points throughout the life of the project, particularly when the project submits an invoice.

2 possible options are:

• the check output are done and stored in the cloud storage
• the check output are done and stored on the webapp

At the moment, it's not clear what the needs are.

Next steps

• find out do we need to support file uploads on the designs for Compliance Attorney can review Project Approval Form #4
• then do the design!

• OTF may use an external service for SAM & OFAC checks in the near future; this means all Attorney needs to "check" the boxes for compliance reasons.
• SAM & OFAC checks are conducted once a year by Compliance, the PDF is currently saved. This annual will take place during the contracting phase
• Finance needs to review SAM & OFAC every time they process an invoice
